- What is the nature of the problem: [Continued leaking liquid waste in public alley 903 from Dumpling Palace 179 Mass Ave Who’s responsibility is it to clean up spilled liquid waste from a commercial dumpster? Every morning this is what Public alley 903 looks like. 1) The driver from JRM Hauling said it was the restaurant’s responsibility and fault because they are putting too much liquid in dumpster, 2) The restaurant property owner, KLL Realty Trust said it was the operators responsibility and he would not take any action against his tenant 3) Dumpling Palace, the operators, said it was JRM Haulers responsibility So this goes unchecked and gets spread throughout the area by traffic.
