- There are open garbage bags and the smell of feces in the alley behind Clearway toward the Massachusetts Avenue end. Some of the trash sheds on the Clearway side of the alley are open, others are locked but have bags of garbage in front and strewn around them. This aggravates the rat problem in this area. |
