Description: What is the nature of the problem: [Good Afternoon I don't know if this is the right department for this complaint and if not perhaps you can forward it to the correct department. I live at 56 Franconia St, Dorchester 02122 right next door to 48 Franconia St which is owned by Joseph and Kathleen Soter. The house is a two family and neither apartment is being occupied at this time and in fact haven't been for sometime now. The outside of this property is disgusting with overgrown brush and such. I am sure that the disgraceful appearance of this property is having a negative effect on the value of mine and my neighbors property. I would imagine if they don't take care of the property in the good weather what are they going to do when the snow comes, I can guarantee that they won't be shoveling .These absent owners should at least be compelled to clean up the property.
