- Dumpster behind Joe's American Bar and Grill is throwing out toxic, foul-smelling waste into the area which drains directly into the harbor. Boston 311, I am shocked this type of pollution is permitted!! Every other restaurant in the North End has their garbage picked up daily without the use of dumpster/trash compactor. Joe's American Bar and Grill on Christopher Columbus Park is a neighborhood restaurant for the rat community. Please address this insult to the harbor ASAP! Thank you!!!
