Description
On 06/21 around 5pm I found a threatening anonymous note taped to the front door of my property at 20 Perrin st. when I attempted to remove the note, the tape peeled the paint from my front door. ( See photo of enclosed letter). After taking a picture of the letter with the damaged trash can in front of 16 Perrin st I entered my vehicle near 22 Perrin st and as I attempted to drive past 20 Perrin st a black male who later identified himself as " Dale" and gave an address as 16 Perrin st and a female accomplice ( who gave no name) stepped into the street (Dale from the odd side and the accomplice from the even side) enough as to block my car on both sides of the street preventing me from continuing to drive down 20 Perrin st without causing personal injury as I headed toward Moreland St around 5:15pm Fri June 21st. At this point I felt concerned from my safety. Then the black male knocked on my window and ordered me to pull over stating I was blocking the street. It was at this time that I asked him what his name was and where he lives. He first refused to answer so I repeated the question. When he identified himself as Dale, I told him I would not pull over and that he was blocking me from driving my car. Dale stated something like he " has me on camera putting trash in front of his house I (Dale) am going to file a complaint" It was at this time that I recognized his voice as the tenant I had previously asked to not place the broken trash can into the alley as rats are entering the trash can and jumping out at my tenants. I notified Dale again that trash was falling out from the hole in the bottom of the trash barrel we previously spoke about and that rats are crawling in and out of the broken trash barrel and that is why I already told his landlord and all tenants at 16 Perrin St. to please not put that specific trash can in the private alley as it is attracting rats to the area. I told Dale to go ahead and file the complaint and I wil also file one so we can deal with the issue in writing. He and his accomplice continued to block the street requesting that I pull over and exit my car. I refused until they finally moved out of the road so that I could safely drive past without causing personal injury to someone. Dale and his accomplice's behavior in blocking the road preventing me from driving past was dangerous and reckless enough to cause me to both fear for my safely and fear the risk of vehicular personal injury to others. I have spoken to the landlord about this broken trash can issue several times and have reported this same issue to the city via 311 on multiple occasions and due to the inaction by the city and the landlord he situation has now escalated to my safety being threatened by tenants at 16 Perrin St as I drive my car from my property. I am requesting that the city fine the owner of 16 Perrin st for storing broken trash barrels in the private alley beside 20 Perrin st as it is causing a public nuisance of attracting rodents to the area and I am requesting the city send an authority to speak to the tenants and landlord of 16 Perrin st before the situation is escalated any further by the landlord and tenants of 16 Perrin st.
