- Envision hotel residents constantly leaving litter on steps of neighboring buildings. Yesterday I walked by with my dog and was harassed by one of them. We were told before the shelter opened that this behavior, including congregating on the sidewalks and bothering neighbors going about their business, wasn't going to be allowed, but that was clearly just a lie from the Wu administration to placate rightfully concerned residents here.
