- This property is rented, and the landlord is based out of state. They may not be aware that the tenants have turned the backyard into a dumping ground, filled with old household items and other trash in large trash bags. This has created a perfect breeding environment for rodents and other pests, thus endangering the neighborhood with rat infectation. Recently it is common to see large rats emerging from beneath these sacks. Additionally, the backyard is cluttered with fallen leaves, which pose a fire hazard, aggravated by the presence of a very old, completely dry Christmas tree and some dried-out bushes.
