- absentee landlord, property was city for trash and rats in back yard. Owner has now put lock on gate to deny access. He is dumping some of the trash over the fencee onto 95 Normandy, and left the rest in situ. Whole situation can be viewed from rear of 69 Devon which is open. | Witnessed incident: [Yes]
