- Poor Condition of Property - rodents and birds feed out of uncovered trash barrels. City ordinance requires covers to tightly close trash barrels. Sanitary code states that no more than 1 CY of rubbish and debris can be left uncontained on a property. Have attempted multiple times to have conversations with this homeowner but they refuse to clean up and cover barrels.
