- Constituent states on 12/10/2025 the pipes froze in the unit, constituent contacted the owner of the unit, owner sent an emergency plumber, the plumber tore up the floor on 12/18 and as of 12/20 there has been exposed and moldy wood exposed in the kitchen for several days.
