- Hi 311, Just checking whether there’s a surprise blizzard I missed or a secret midnight plow parade happening. Multiple plows have been idling and scraping through my neighborhood at 1:30am, despite clear roads and no snow. Loud enough to wake the dead (and the living). If this is intentional, please advise. If not… please make it stop. Thanks
