Case Resolved. Pedestrians often cross streets illegally, mostly due to impatience and confidence in the idea that there are no consequences for doing so. The Boston Transportation Dept. takes this behavior into consideration when designing walk signal patterns, and puts certain crossing opportunities in more frequent cycles to discourage illegal street crossings.
