- Parking in neighborhoods. Why is parking facing traffic not ticketed? It is very confusing especially on Florence St. where the street is split to be one-way at Bexley St to Cummins Highway. As well as other parts of the city. It has become quite a dangerous and confusing situation especially on very congested streets (On Florence St from Cummins Highway to Poplar which is two-way), Wachusett St and Wenham in JP to name a few. It has become commonplace for people to park facing oncoming traffic.
