- What is the nature of the problem: [Dumpster in rear of property. States they are in need of being changed. Dumpsters are corroded at the bottom, falling apart. Trash falls over, liquid leaks at the bottom. States rats have been getting in. Abundance of rats in area due to dumpster. Reports seeing 5 last night.]
