- Father been at address 16yrs. has gas bill $11,000 in total. One time received a bill $3000 National Grid change the meter but they claim tenant is using $800-900 of oil each month. Tenant did research and feels as though theirs cross metering with 1st floor apt. Tenant believes his father is paying both 3rd floor gas bill which is his apt. as well as 1st floor tenant whom apt is not his. Father most of the time at work not using much oil so bill is impossible for one person to accumulated such debt. Caller wants to know if funds will be refunded
