- I have a neighbor who has lived here for over a year and parks in residential parking with out-of-state plates. Is there any reason that an out-of-state car is allowed to park in Residential Parking? It just seems odd that he never seems to be ticketed. (I always scramble to find a space elsewhere when out-of state visitors come to visit.) I also think it takes money out of the State and City coffers when a car belonging to someone who lives here continues to use out-of state plates.
