- I am reporting a possible building code violation. I recently attended a performance at the Emerson Paramount Center. The restrooms were said to be gender neutral, which is fine. Yet upon entering, the stalls were not floor to ceiling. My understanding is under MA building code or plumbing code, in gender-neutral restrooms, stalls must have lockable partitions that extend from floor to ceiling.
