- Constituent states there was a mattress dumped partially in the roadway, they parked their truck and got out to move it to the curbside. Constituent states a city employee in a vehicle then got out of their car, began taking photos of their license plate and vehicle then drove off. Constituent did not dump the mattress, he moved it out of the roadway onto the sidewalk where the mattress is now. |
