- It is 5:47am in the morning and the upstairs tenants Bruce Irving is letting his dog drop a bone or hard toy above my unit. I next assistance from the City in getting this tenant to comply with the city noise ordinance. He knows it is disruptive and affecting my sleep and he is still allowed to keep his pet even though ani.al control has been out several times. I am disabled so where do we go from here? I am tired of paying my rent and this tenant getting away with breaking the law just because the City won't help.
