Description: Constituent states they moved into the building about a month ago and states a few days ago they experienced a partial power outage in their unit. Constituent states they tried to go to the power breaker in the basement but it was screwed shut. Constituent asked the landlord as to why the breaker was screwed shut and they said that it was due to the rats in the basement. Constituent did in fact see rats in the basement and is concerned that working down there will allow the rodents to get into the rest of the building.
