- Man seen behaving overly rough and abusive towards the dog he was walking. Dog seemed to be terrified as evidenced by tail fully tucked, ears back, lip licking, and trembling. I observed the man yank on the leash and swing the entire dog off the ground as a way to get the dog to move. Observed the yanking 2 times in the span of 60 seconds. I attempted to get a video of this occurring but was unable to capture the man swinging the dog on leash. Extremely disturbing. Initially saw this at the pinned location (in photo) at Chester Park on Massachusetts ave. Man then walked dog down mass Ave and lost sight of them after seeing them outside the mass Ave orange line station (side opposite from main entrance).
