- Several Dogs outside barking constantly, and alone in cold at 576 Bennington, 596 Bennington. Pets shouldn’t be out that long in the cold from experience with my own pets. And they certainly should be left to bark constantly disturbing others. issue for a couple years, just getting worst. can city fine these pet owners? last night one from the other corner unit, not sure of address big black dog was out howling after 11. just running around. it looks like everyone in this complex just has a dog they let out to roam.
