- To whom this may concern: there is a man who lives on Jefferies Street with a handful of small, white fluffy looking dogs-unsure of breeds-who are constantly off leash. These dogs go to the bathroom over our street and front steps. The man who I believe is the owner and not a dog walker is extremely aggressive.
