- Our neighbors at 249 belgrade leave their dogs out barking all day long even in winter. I have recorded them barking during quiet hours from 1 am - 5 am but i dont think i can upload videos. One apartment has a shepherd which is the biggest problem, she leaves him out barking continuously for over an hour. Another apartment has 3 large dogs that charge the fence whenever we walk by. I think both apartments are on the ground floor but I’m not sure. We dont feel safe in our yard with these dogs around. Our upstairs neighbors told us the shepherd has jumped the fence and attacked them when they were walking their dog. They refuse to do anything to address the situation and i have reported them before
