- Enforce Leash laws in the Navy Yard. Owner refuses to leash throughout the Navy Yard and incorrectly claims Trustees of the Reservation control Navy Yard parks and permit no leash. Indifferent to children at Shipyard Park, sidewalks, harborwalk, The Anchor, Piers 4-7 area, and even Spaulding Park and more. Owner consistently walks separated from large dog, with focus only on phone. Please enforce leash laws in the entire Navy Yard. Thanks.
