- This inquiry is about the mistreatment and neglect of two dogs (a brown doberman and a blonde, medium-sized mix breed) by a neighbor in the vicinity. The dogs are left outside for hours at a time in the scorching summer heat, they cry incessantly to come inside at all hours of the day and night (last night I went to bed to their cries, and this morning I woke up to their cries), and when inside, they also bark for hours at a time. I am concerned for their wellness and what could be going on in order to beget this type of nonstop, all-day-long and all-night-long reaction. On top of concern for the animals, their backyard (the only place I am aware the dogs are allowed to go) is covered in their feces, and beyond being inhumane living conditions for the dogs, it is also a public health concern, especially in this heat. It smells atrocious, and I would imagine attracts rats, bugs, etc.
