Improper Trash Storage

Description: I reported the same issue last week BCS-00254802 The property owner of 2-8 Islington St does not take the bins to the curb!! We have a lot of rats in the neighborhood and unemptied trash bins do not help.Today was trash day, but the bins stayed in their normal place. I checked, and they have trash in the barrels. We often take his bins to the curb, but it's getting old. Plus, he owns an apartment building and should make arrangements. As always, thanks so much
