Improper Trash Storage

- Dumpster open and overflowing overnight. Once again, the lids are left open and trash spilling out the top - an open invitation for rats which are present. Even though they were cited for the same violation last week, the behavior has not changed. Please keep earning money for the city by continuing to fine them until they finally start closing the lids and not overfilling. Thank you. Btw, it may possibly be emptied by 5am but it doesn’t change the basic ongoing problem.
