- To the City Auditor The property at 27-29 Perrin Street is currently occupied by tenants under an expired Temporary Certificate of Occupancy No. COO1837518. A Temporary CO is granted subject to specific conditions that must be met before permanent occupancy is permitted. Those conditions have not been met. No permanent Certificate of Occupancy has been issued. The property is being actively rented in violation of those conditions and in apparent violation of 780 CMR 110.0 and Boston Code Section 9-1. ISD has issued zero violations. Inspection and enforcement is requested immediately. COLLAPSED RETAINING WALL The retaining wall on the boundary of 27-29 Perrin Street is in a state of structural collapse. Conditions include partial wall failure, displaced and scattered masonry, a large tree stump and debris loading the structure, construction refuse, and an unstable embankment threatening the abutting property. The property owner has been on notice since at least May 2024. ISD has issued zero violations despite documented dangerous conditions. Inspection, violations, and enforcement are requested immediately. ISD MISCONDUCT – INSPECTOR ANGEL When ISD Inspector Angel was contacted about the status of enforcement at 27-29 Perrin Street, he stated there were two open court cases against the property owner. That was false. Independent verification confirmed no such cases exist in any municipal or court records. Inspector Angel provided false information to discourage a legitimate complaint from being pursued. A formal review of his conduct and a written response are requested. ISD MISCONDUCT – DEPUTY BUILDING COMMISSIONER MARC JOSEPH Deputy Building Commissioner Marc Joseph was made aware of this matter. Instead of initiating enforcement or addressing Inspector Angel’s false statements, he provided misleading information about ISD’s process. This may not be an isolated incident. Deputy Building Commissioner Marc Joseph may be providing inaccurate information to other Boston constituents as a pattern of avoiding enforcement responsibility. Investigation of his conduct is requested both in connection with this complaint and more broadly to determine whether other residents are experiencing the same treatment. WHAT IS BEING REQUESTED • Emergency inspection of 27-29 Perrin Street by an inspector independent of Inspector Angel and Deputy Building Commissioner Marc Joseph • Violations issued for illegal occupancy under expired Temp CO No. COO1837518 • Violations issued for the collapsed and hazardous retaining wall • Daily fines assessed with any unpaid amounts recorded as a lien against the property • Formal review of Inspector Angel’s conduct and a written response • Formal investigation of Deputy Building Commissioner Marc Joseph’s conduct including whether this pattern extends to other constituents • Reassignment of this matter to an independent inspector This complaint is being submitted simultaneously to the Mayor’s Office, City Auditor, District 7 City Councilor, ISD Commissioner Tania Del Rio, Deputy Building Commissioner Marc Joseph, Inspector Angel, and the Massachusetts Board of Building Regulations and Standards.
