- Homeowner of 415 W 4th Street Unit #1 spilled white paint all over public side walk and tree. We are tenants of Unit #2 and do not want to be charged by the city. The homeowner will not come back to clean it and is relying on us to clean it. It needs a professional cleaning, which we refuse to pay for. Plus we are concerned about the health of the tree.
