Improper Trash Storage

Description: I’m not sure how these neighbors are able to dump so much trash throughout the week, but multiple times a week there is garbage everywhere. It spills into the sidewalk. I keep sending cases in regarding this and I understand they may be getting code violations but is there anything that can be done in the long run to have the trash more contained?
