Illegal Dumping or Disposal

Description: This person tried to illegally dump his trash in front of 324 Warren Street. When told that was not allowed, he moved the illegally dumped trash to 322 Warren. When told again that was not allowed, he moved his trash in front of the church at the corner of Woodbine and Warren. When asked, he said he lives on Blue Hill Ave (but his English was not good, and my spanish is also not good).
