Domestic Animal Issue

Description: I got scratched and bit by a dog that was leashless. I don’t want anything to happen to the dog I just want it on a leash. The owners started crying out when the dog started running to me so it was clear that they know it’s an issue. It’s a small white dog at the benches near the tennis courts at constitution beach.
