- Extreme, high-impact construction noise is occurring directly in the street at 4:00 AM. I am hearing heavy utility drilling, concrete breaking, loud engine vibrations, and metal clanging right outside residential windows. This maximum-decibel activity during pre-dawn hours is a severe disturbance and a violation of reasonable noise mitigation. At 4AM! this should stop
