- Dear City of Boston Inspectional Services and Public Health Officials, I am requesting a coordinated investigation of the dumpster operation at 51 Walnut Street in Dorchester, across from my home. The pastor told me he receives $700 per month to keep these dumpsters on the property for a separate business. They appear to be used for outside waste rather than solely for the church’s own trash. I have attached a photograph showing mattresses piled above the rim of the container. This condition raises serious concerns about sanitation, pests, illegal dumping, fire safety, and whether the commercial use is properly authorized. I previously reported the overflowing trash through Boston 311 under case BCS-00342234. I was told that the City could not take action because the property is private. However, private ownership should not prevent the City from reviewing possible public-health, sanitation, zoning, licensing, building, fire-safety, or environmental violations. Please forward this complaint to, or coordinate with, all appropriate departments and agencies, including: * Boston Inspectional Services Department, including Code Enforcement and Building/Zoning. * Boston Public Health Commission, including Environmental Health. * Boston 311 and the Mayor’s Office of Constituent Services. * Boston Fire Department, if the dumpsters or stored materials create a fire or access hazard. * Boston Water and Sewer Commission, if there is any concern about runoff, drainage, or contamination. * The Massachusetts Department of Environmental Protection, if the operation involves regulated waste, illegal dumping, or environmental violations. * Any other City or state agency with jurisdiction over commercial dumpster storage, waste hauling, sanitation, or land use. Please arrange an on-site inspection and determine: * Whether the property has the required Site Cleanliness License or other applicable license. * Whether the dumpster-storage operation requires additional City or state permits. * Whether the use is allowed at this property under applicable zoning and land-use rules. * Whether the property owner, church, dumpster owner, or waste hauler is properly licensed. * Whether the overflowing container and surrounding area comply with sanitation, pest-control, and waste-disposal requirements. * Whether mattresses or other bulky materials are being accepted, stored, or disposed of lawfully. * Whether the operation creates any fire, traffic, drainage, or public-safety hazard. * Whether the property has received prior violations, complaints, permits, or enforcement actions related to this activity. Please provide a written response identifying the departments or agencies that reviewed this complaint, the inspection findings, any violations issued, and the corrective or enforcement steps required. If any agency determines that it lacks jurisdiction, please forward the complaint to the appropriate agency and notify me rather than closing the matter without a referral. Because this issue may continue unless it is formally reviewed, please treat this as an ongoing neighborhood and public-health concern and provide me with a tracking number for each department or agency that receives the complaint. I also request confirmation that the complaint will remain documented until the condition is corrected or the responsible agency explains in writing why no action is required. I am a taxpayer and resident of this neighborhood, and I am requesting a prompt, coordinated response.
