Illegal Dumping or Disposal

Unfortunately the incident was not resolved, I suppose I should have been more specific that the trash is in the trash can behind 19 Claremont park in alley 536. Please let me know if you need more information Original note: On Friday September 18th, I returned home after work and noticed that the trashcan at our apt (19 Claremont) was filled with stone/rubble. This was not from our unit, and I did notice some workers in the alley when I left in the morning. I’m guessing someone had driveway/stonework work done and the workers dumped the stone in our can since it was out for trash pickup. The trash can is now at least 200lbs and unmovable. The trash services has refused to empty it for the last 3 collections. Unclear how to proceed. If anyone had stone work done at that time or has any information, please contact me to help resolve the issue.
