Domestic Animal Issue

Description: I'm reporting a neighbor at 41 Condor St. who poured a powdered irritant (appears to be chili/cayenne powder) on his plants and on our driveway at 47 Condor St, East Boston. We own the driveway and did not give permission. On Sep. 12 at about 12:24 I photographed him doing it. I have dated photos and can provide them. This has happened many times, this is just the clearest pictures I was able to take. The powder can irritate the eyes, noses, and paws of our dogs and anyone else using the driveway. Please send someone to have him stop and clean it up. This same owner has also been previously reported for allegedly running an unlicensed crash pad with many people per floor.
