Overcapacity+Vehicle Blocked. Constituent states his daughter paid for parking that would last 1 hour and 30 minutes. Constituent returned 15 minutes early to move her car but the parking lot was so overfilled that it took 20 minutes for the single employee to get her car out of the lot.
