    The handicapped spots at the parking lots at Carson Beach across from Moakley Park have been filled with snow. If someone without a handicap placard or plate parks there they could get an expensive parking ticket. Why are plow drivers allowed to block these parking spaces? Moakley Park needs at least some of its paths shoveled. It's really disappointing to see parks neglected.
