Not sure if this is a leak or a purposeful draining of maybe a washing machine out into the street. But there is always a wet surface and puddles of water here and now they have frozen.

Theres is an auto body shop next door continues to spill Water everyday and its a dangerous situation specially because it’s the whole side of the street.
