Apartment building (75 Saint Alphonsus Street) refusing to turn on air conditioning. There is a heat wave. It's way too hot.

Is there a heat threshold for renters related to habitable conditions? We are charged $90/month flat rate, extra, on top of rent if we put in an air conditioner (even if we don’t use it every day). Extra cost would be unaffordable for tenant. Interior reaches above 85 degrees due to location facing direct sun and on asphalt, despite reflective film on windows applied by renter.
