Judging by your second photo it looks as though the construction crew is leaving space for a tree pit that the property management will most likely fill with a tree as part of a maintenance agreement.     Tree is dead and large branches are falling off can it be removed and new tree installed before someone or something is injured. The tree is leaning hard in one direction as you can see. I also submitted a request under pruning. Sorry for two requests. I live at 25 Monument Square and have spoke with owner of 26 Monument Square they agreed we should ask to have it removed and new tree installled.
