    Case Resolved. national grid was digging and broke a lateral conduit,the wires were not broken just pulled the wires tight in the pullbox. we cut the conduit flush and put split couplings and split conduit in place of the broken pipe. taped up the conduit so no debris can get into the pipe. and called it a day...it's a day //GM.
