Street light wire only 5ft off the ground and pole is leaning after tree fell over

Light pole damage, it looks like if the wind keeps going it can knock down the entire light poles. It’s badly damaged

A tree sapling was planted in front of our house at 452 Marlborough Street and it has died. This is the fourth tree that has been unsuccessfully planted in this spot. Can a new larger tree get planted here like the one across the street at 451 Marlborough Street?
