Constituent is a trustee at given address. States that he has had to deal with dumping of debris and mattresses being on property, car break-ins, and needles being left on property. States this is next door to the Envision Hotel. States he has spoken to owner of that property and had an agreement with him to place video cameras up to observe what was going on and who was responsible. States that the owner backed off the aggreement out of fear there could be legal ramifications.
