Abandoned bicycle missing front tire/gear chains/parts. Been locked to pole for 6x months.

Far too many confusing, double yellow lines, and white lines, and no dedicated lane structure. Causing confusion and going to cause a collision between a car and a bicycle. this is due to multiple rounds of construction that included multiple line paintings, but now all of the other lines and white lines are showing somewhat.
