Someone threw a mattress out in one during move out and capitol waste has been refusing to collect that dumpster for 3 weeks now, without contacting management to let them know why they havent been collecting the dumpster. Constituent is now dealing with a foul smell and a trash violation for the overflowing dumpster. Constituet would like for capitol to contact management if there is an issue with trash collection. Constituent would like to make it clear that capitol waste needs to take the dumpster or communicate why they didn't.]
