    We are facing an increasingly serious situation in Lower Roxbury that requires the City’s immediate attention. As cleanup efforts continue around the Mass and Cass area, groups of unhoused individuals are relocating into Lower Roxbury—particularly in the vicinity of 90 Windsor Street—where there appears to be little to no oversight from city services or law enforcement. Since May, two unhoused men have been residing on a public bench near 90 Windsor Street. For over six months, they have occupied the area while accumulating large amounts of trash, stored in shopping carts and scattered throughout the surrounding space. The resulting conditions are unsanitary, with an overwhelming foul odor, and the volume of debris continues to grow as time passes. With the onset of colder weather, the situation has escalated.
