Why did we get a ticket and nearly get towed when the no-tow email said street cleaning was canceled??

Constituent called the office of the parking clerk today at 2:03 pm to speak to a Supervisor regarding a parking ticket that she had gotten. She had questions about the parking ticket and wanted an appeal because this has happened one other time because she can't afford to pay the ticket or not eat for a week. The parking clerk that helped her with this call asked for her violation number and go into an appeal process for a hearing or just pay the whole ticket. The constituent had explained to the clerk that in the past she has spoken to a supervisor and gotten her ticket canceled on the spot to avoid a hearing. The clerk said that there is no higher up and that she is the parking clerk and the constituent wanted to speak to someone else and she said good luck reporting her and hung up the phone on the constituent's face. The yellow ribbons on these parking cones are an extreme hazard to bikes. The wind blows them into the travel lane and the ribbon wrapped around my handlebars, causing me to crash, injure my arm and hip, destroy my bike helmet, and damage my bike. While I was on the ground another biker stopped and said the same thing happened to them yesterday. Parking clerk are harassing me

add'l feedback/escalation This is not an answer. Give me the reason why the traffic clerk thought they could block the street and hold up traffic. What are you doing to punish this traffic clerk? Give me answers. Why does the parking clerk think he can block traffic for 10 minutes on Irving? The road was completely blocked! There was backup all the way to Charles due to this parking clerk.

Under what regulation can a person obtain a new "temporary parking permit" every month (for at leat 6 months) with a different car and different out-of-state registration? The Parking Clerk's office refused to investigate to answer because there are 10 permits at the address where the driver seems to live and that was "too many for her to investigate." Meanwhile, owners cannot park here because the few spaces we have are taken by others with fake addresses. Please explain both permits&addresses.

Several non resident vehicles blocking sidewalks and parked illegally. Need parking clerk to ticket or remove these vehicles.
