What is the nature of the problem: [Constituent states dumpster for this restaurant, Pizz etc, has not been emptied in at least 2 weeks. Says there are 3 for all 3 businesses but the one for this business is not emptied.]

Constituent also reports people using the bathroom by dumpsters and is no longer able to leave bicycle outside, and recently discovered a dead rodent by bike.]
